Reich Press Law Makes Journalism a Public Occupation and Propaganda Ministry Takes it Over

The Reich Press Law makes journalism a "public occupation" and the Propaganda Ministry, through its Reich Press Chamber, takes over the Reich Association of the German Press, the organization which regulates the profession.

This initiates a new interpretation of the functions of newspapers and reporters. From now on, both will be treated servants of the State with public functions and obligations. Just as the state has authority over the selection and training of physicians and teachers, so it now asserts similar authority over those who want to write for the public.

The Reich Association of the German Press must keep registries of "racially pure" editors and journalists. All editors must be Aryan, German citizens, and not married to a Jew. They must also be "morally mature and nationally-minded."

Editors are instructed not to publish anything "calculated to weaken the strength of the Reich abroad or at home," and they will be held personally responsible if the state objects to anything they publish.

Propaganda Minister Joseph Goebbels explains:

"Not every one has the right to write for the public. That right has to be earned through moral and patriotic qualifications. ...

Throughout the world, the concept of freedom of opinion is under lively discussion. Indeed, the people's belief in it everywhere has become shaken.

The world has begun to realize more and more that bounds must be set to freedom of thought and freedom of opinion at the point where these begin to conflict with the interests of the nation as a whole."
