Pope Honorius III issues the papal bull Solet annuere, giving formal approval for the Franciscan religious order. Contained in the bull is the written rule for the order, a revision of the original rule created in 1209 by Francis and given verbal confirmation by Pope Innocent III.

The original rule will be lost, but this second rule will remain the basis for the Franciscan order.
