Citizens of Brazil are told that the government will now guarantee the civil liberties of all citizens without regard to religious or political beliefs. Even atheists will be protected.

According to Ribeiro da Costa, the new police chief:

"As a jurist I will guarantee the liberty of all citizens without distinction as to their political, religious, or moral attitudes, fixing as a limit that point where their freedom impairs that of others. ...

No person can be arrested for being a Communist or an atheist and there will be no political prisoners."
