The Vichy government today announced the formation of a Supreme Aliens Bureau to handle the affairs of Jewish and "Aryan" aliens in France. An announcement said that the presence of "tens of thousands of foreigners in France poses complex problems for the authorities, such as naturalization and unemployment." "
