The Reich Ministry of Justice under Franz Gürtner introduces new national prison regulations in which retribution and punishment are to become the primary purpose of imprisonment, not rehabilitation.

Incarceration is to become a "painful evil." Education will not be eliminated completely, but it will be curtailed and limited to nationalist, Nazi beliefs.

Whether inmates are able to leave prison and avoid crime is irrelevant, especially since the Nazis will end up moving to exterminate those deemed "incorrigible" anyway.
