Wolfgang Herrmann, a librarian in Königsberg, Prussia, publishes of the earliest lists of authors targeted for suppression in Börsenblatt, a weekly publication for German bookstores.

Titled "Principles for Sanitizing Public and Lending Libraries," this is Prussia's first official list of banned books. Wolfgang Herrmann created this list at the behest of the Deutsche Studentenschaft (DSt, German student organization), not the Ministry of Public Enlightenment and Propaganda or anyone in the Nazi government. Early versions of this list were used to pick books for the mass book burnings in Berlin a few days prior.
