Roman emperors Arcadius and Honorius issue a decree to the proconsul of North African demanding that the Manichaeans be arrested and punished.

This imperial order states:

"We order that the pernicious Manichaeans and their accursed meetings, which have already been condemned, be restrained.

They must be sought out, brought before the authorities, and as detestable criminals they must be restrained by the most severe correction.

The stings of authority must also be used against anyone caught protecting these heretics." [CT 16.5.35]

Manichaeans are a religious group which follows the teachings of Mani, a Persian prophet who argued that the world is locked in a struggle between good and evil, light and dark. The Manichaean religious system developed by Mani is an amalgamation of elements form Christianity, Buddhism, and Zoroastrianism.
