Bavarian Cardinal Michael von Faulhaber writes a letter to bishops in Bavaria stating he wanted to be more tolerant towards the new Nazi government.

Cardinal Faulhaber explains:

"I must after what I have encountered at the highest places in Rome - which I cannot communicate to you now - reserve to myself, in spite of everything, more toleration towards the new government which today is not only in a position of power - which our formulated principles could not reserve - but which has achieved this power in a legal fashion."

It is likely that Faulhaber is referring to the developing negotiations over a concordat between Nazi Germany and the Vatican.
