Stephen II is elected pope, but he lives just a couple of days and dies before he could be consecrated. He isn't even a bishop. He retains the name Stephen II until 1962 when the Second Vatican Council declares that he was never an actual pope. Every Stephen after him gets dual numbers to reflect the change.

His immediate successor is originally listed as Pope Stephen III, but then gets listed as Pope Stephen II (III).
