Emperors Arcadius and Honorius order governors to protect Jews from being harassed and to prevent synagogues from being attacked.

This new protection for Jews in the Roman Empire says:

"The governors must be informed that, upon receipt of this notice, all insults attacking the Jews shall be averted and that their synagogues shall remain unmolested." [CTh 16.8.12]

As the power and authority of Christianity has grown in the Roman Empire, so have the problems for the Jews. The very existence of Judaism is perceived by some as an affront to Christianity because it's a rejection of message and identity of Jesus Christ.

While Roman emperors regularly impose restrictions on Jews that aren't imposed on Christians, they must still protect Jews from too much explicit harassment and violence because that undermines overall social and political harmony.
