President Jimmy Carter's brother Billy becomes a "registered foreign agent" of the Libyan government after receiving a $220,000 "loan" from the Libyans and having visited three times since September 1978.

The Justice Department has been investigating Billy and if he hadn't registered, they would have brought charges against him for not reporting his involvement with Libya.

Two weeks later the president admits to having given Billy classified information dealing with Libya. President Carter's popularity is already hurting, and these revelations make matters much worse.

Billy Carter insists that he was never asked to use his connections to influence American policies and he never tried to sway his brother on any particular issues. A Senate subcommittee will conclude that Billy didn't break any laws but did show bad judgment.
