Israeli Prime Minister Menachem Begin announces the legalization of three existing Israeli settlements in the occupied West Bank territory controlled by Israel. The Knesset will approve of Jewish settlements in occupied territory, apparently without restrictions.

U.S. president Jimmy Carter will protest the settlements and asks Begin to refrain from allowing more to be created.
