Israeli Prime Minister Menachem Begin announces the legalization of three existing Israeli settlements in the occupied West Bank territory controlled by Israel. The Knesset will approve of Jewish settlements in occupied territory, apparently without restrictions.

U.S. president Jimmy Carter will protest the settlements and asks Begin to refrain from allowing more to be created. Begin responds: "We stand on the right of Jews to live in any part of the land of Israel." This indicates that the Israeli government considers all occupied territory to be "Israel."
