Hans Frank informs members of his government that he doesn't want construction on Jewish ghettos to continue because Jews will soon no longer be living in the occupied territories.

Frank says that:

"an explicit statement from the Führer on June 19 explains that in the foreseeable future, Jews will be removed from the General Government and that [ghettos] will in some sense only be a temporary place of incarceration."

Jews certainly won't be transported back west, so why will they be gone? The most likely answer is that they will be dead.
