Paul Marsa, a businessman in Metuchen, New Jersey and an atheist, announces that he plans to file an appeal in the federal courts now that a New Jersey appeals court has upheld the constitutionality of prayer or silent meditation before local government meetings.

Marsa, head of the New Jersey chapter of American Atheists, tells reporters:

"We're moving close and closer to a theocracy just like they've got in Iran."
