Roman emperors Valentinian I and Valens decree when Christians are found guilty by the courts, they cannot be sentenced to the arena.

The new decree states:

"If a Christian is convicted of any crime at all, he must not be sentenced to the arena. If any judge gives such a sentence, he himself will be severely censured and his office staff must pay a very heavy fine." [CTh 9.40.8]
