The Arab Higher Committee calls for a three-day general strike in protest of the partition of Palestine into a Jewish and an Arab state. It also calls for a boycott of all Jewish stores and other services provided by Jews.

According to the resolution passed by the Arab Higher Committee, any Arab found to be dealing with a Jew would be considered a traitor. It also announced plans to "adopt necessary preliminary measures for implementing a non-cooperation policy in preparation for declaring a state of emergency in Palestine."
