The Nazi government issues a decree requiring all Jews who have non-Jewish first names to add on a Jewish name: Jewish males must change their middle names to "Israel" and Jewish females must change their middle names to "Sarah."

Jews born hereafter must be given an "approved" Jewish name and all must notify the local police of their compliance with this new order.

The reason for this decree is to prevent Jews from "hiding" their race when dealing with Aryans. It's the same rationale as that behind forcing Jews to wear yellow stars: it publicly stigmatizes Jews, it reminds Jews that they are different, it makes it harder for Jews to act or be treated as equals, and it makes it easier to find Jews later on.
