German bishops beg Adolf Hitler to revoke a ban on confessions in the concentration camps.

The bishops promise that any priest hearing confession will absolutely "hold the prisoner to absolute truthfulness and recognition of the authority of the state and thus contribute to the inner reform and correction of the prisoners."

In effect, then, German bishops are offering the use of priests to promote German nationalism and fascist authoritarianism in context of the unchecked, unregulated concentration camps in exchange for being allowed to continue with Catholic confessions.
