Vermont Governor Howard Dean signs a bill authorizing the creation of same-sex civil unions, thereby entitling gay couples to rights and benefits normally available to married couples.

Vermont will thus be the first U.S. state to provide gay couples with a status that has the same rights as those provided to married couples, but the third state to provide for any legal status for gay couples.
