President Bill Clinton issues an executive memorandum which directed federal agencies to work with Native American tribal governments in order to accommodate their religious practices, in particular as it concerns the use of eagle feathers.

Federal agencies are supposed to make a point of ensuring that the remains of dead eagles are transferred to the National Eagle Repository and then the feathers transferred to Native Americans who request them. Although the order is meant well, it ignores the fact that for many Native Americans, the hunting of eagles is an important part of the religious ritual and symbolism of the feathers. Also, some rituals may require eagle feathers on short notice — too short to request them from the federal government.
