In the new state of Croatia, chief of state Ante Pavelic approves racial laws aimed at Jews: Legal Decree on Racial Origins and Legal Decree on the Protection of Aryan Blood and the Honour of the Croatian People.

Only people who can prove themselves to be Croats rather than Jews will be considered citizens; everyone else will be considered subjects. Jews are also ordered to wear yellow badges when out in public.
