Franz von Papen (Vice Chancellor of Germany), Monsignor Ludwig Kaas (leader of Germany's Catholic Center Party), and Hermann Göring travel to Rome to begin work with the Vatican's Secretary of State Cardinal Eugenio Pacelli to create a Concordat between Nazi Germany and the Holy See.

German bishops and other lay Catholic leaders aren't even informed about these negotiations, much less solicited for their input.
