Cesare Orsenigo is appointed Papal Nuncio to Germany by Pope Pius XI. Orsenigo is taking over for Eugenio Pacelli (the future Pope Pius XII), who has been made a cardinal.

Michael Phayer describes Orsenigo as a "pro-German, pro-Nazi, antisemitic fascist" who is perfect for this position because he is guaranteed not to disturb the Nazi leadership with questions or complaints about their policies — especially where Jews are concerned.
