In Russia, the Prefect of Moscow prohibits hospitals from admitting any Jewish patients who cannot prove that they have a legal right to live in Moscow.

Denying Jews access to basic services like medical care is a popular means by which anti-Semitic governments prevent unwanted Jews from settling somewhere and forming larger communities.
